HIQUA Consultation on the Updated National Standards for Residential Services for Disabled People

04 June 2026

HQIA is holding a six-week public consultation on the updated National Standards for Residential Services for Disabled People and want to hear feedback from people living in or using residential services for disabled people, families, carers, advocates and all stakeholders in the health and social care sector.

These standards represent an update to the National Standards for Residential Services for Children and Adults with Disabilities, first published in 2013. Since then, there has been an increased focus on a human rights-based approach to care and support across services in the health and social care sector.

The aim of these updated standards is to drive further improvements in the provision of residential disability services, so that people living in or using these services receive coordinated, consistent and high-quality care focused on achieving positive outcomes. The public consultation is open until 5pm on Friday 17 July 2026. Following the consultation, all submissions will be reviewed and will inform the final version of the National Standards for Residential Services for Disabled People.
